Quality Education Fund Project Outcomes Video Competition

In line with the QEF’s diversified dissemination and promotion strategies, a competition entitled “QEF Project Outcomes Video Competition” will be held to allow teachers and students of the grantee schools to unleash their creativity and promote the valuable experiences and outcomes with QEF projects by producing digital videos. QEF Thematic Network (QTN) co-ordinators at primary or secondary level, along with all primary, secondary and special schools, with approved QEF projects commenced or completed in the recent five school years (i.e. from the 2018/19 to 2022/23 school year), are eligible for the Competition.

The Competition was completed successfully. Thank you for the participation and support.

* Special schools could submit entries through either primary or secondary division, according to the type of applicant of the approved QEF project.

Theme and Suggested Content

  • Participating schools should submit one video featuring QEF projects commenced or completed in the recent five school years (i.e. 2018/19 to 2022/23 school year).
  • Use of both English and Chinese (Cantonese / Putonghua) or either one language in the video is acceptable. However, participants should do their utmost to present ideas with clarity and avoid mixing / switching languages too often.
  • The video should mainly focus on the details and outcomes of the QEF projects, with a view to sharing successful experience in implementing QEF projects.

Video Length and Format

  • The length of the video should not exceed 3 minutes.
  • Participating schools have the creative freedom to choose the presentation format and use any media (e.g. music, sounds, photos and animation effects) which they think would be most effective in conveying the key message(s).
  • Subtitles in respective language(s) must be included in the video.
  • A title in either Chinese or English must be included at the beginning of the video.
  • A brief description of no more than 150 words in Chinese or 300 words in English should be submitted alongside.
  • The winning entries would be required to submit 5 film stills in digital form for exhibition purpose.

Registration Procedures

(a)
Registration Arrangement
  • All videos must be submitted by the schools.
  • Participating schools may apply for the Competition via the online application form.
Points To Note
  • Each participating school should only apply and submit video to the activity page once. No amendments or replacements are allowed after the submission.
  • Each participating school can submit only one video as entry to the activity page, while each video entry can mention up to 3 QEF projects at most.. Each participating school must fill in the registration form and declaration on the activity page.
  • Each participating school should be represented by 4 teachers at most in participating the Competition.
  • All videos, except for footages taken during past activities, must be shot and produced during the period of the Competition (1 September 2022 to 31 August 2023). Those who participate in the creation, shooting and production of the video must be teachers and students of the participating schools. However, there is no such restriction on the cast.

Completed application form should be submitted on or before 31 August 2023 (Thursday) (23:59 HKT) through the activity page. Entries sent by post or submitted in person will NOT be accepted.
(c)
The video entry submission time will be based on the date and time indicated in the QEF Secretariat’s server system. Late submissions will NOT be accepted
(d)
After registration, participating schools will receive the following information through email provided in the application by 8 September 2023 (Friday):
  • Confirmation of Registration
  • A set of reference code and upload link

(e)
Participating schools should make use of the reference code and upload link received to upload the video by 15 September 2023 (Friday).

Submission Requirements

  • All video submissions should be original works created by participating schools and have never been published or submitted for other similar competitions.
  • If copyrighted materials from other sources have to be used, participating schools should ensure there is no infringement of intellectual property rights by seeking permission from the owners to use their work and including proper citations in the videos. Submission of a list of sources and documents supporting authorised use of the materials to the QEF Secretariat will also be required if videos concerned are shortlisted for the Competition.
  • The following technical requirements shall apply to all video submission:
    • Resolution: 1080p (1920 pixels wide x 1080 pixels tall)
    • Format: MP4 (H.264 codec)
    • Aspect Ratio: 16:9
    • File Size: No more than 8GB
    • With specific filenames which allow identification

    • Participating schools must upload their video on or before 15 September 2023 (Friday) (23:59 HKT) through the upload link received.

Judging Criteria

The judging panel consists of QEF Committee Members and EDB representatives. Entries will be assessed on the following four criteria:

Awards and Prizes

  • Results are to be announced on the activity page in December 2023. Winners will receive email notifications and invitations to the award presentation ceremony.
