《優質教育基金 - 讀寫策略發展網絡計劃》的目的為凝聚學校的力量，發展有關識字、閱讀與寫作的學習策略。計劃主要是教導有特殊學習需要的學童，能按學會學習的原則，有效地運用策略於讀與寫方面的學習。本教材套收集了五所核心學校於計劃首階段的教學成果，內容主要是有關識字、閱讀與寫作的學習策略。
